Trump's Potential Homeland Security Director 'Leaks' DHS Plan for First 365 Days

In this Nov. 20, 2016, photo, Kansas Secretary of State Kris Kobach holds a stack of papers as he prepares to meet with President-elect Donald Trump at the Trump National Golf Club Bedminster clubhouse, Sunday, Nov. 20, 2016, in Bedminster, N.J. Kobach, a immigration adviser to rump and a possible candidate for a top government post, wants to make some changes at the Homeland Security Department, including reinstituting a registration system for certain immigrants. Kansas Secretary of State Kris Kobach inadvertently “leaked” to the press a copy of his “Strategic Plan for the First 365 Days” to improve the Department of Homeland Security’s illegal immigration policies — including a plan to rapidly build a 1,989-mile wall on the southern border, just as candidate Donald Trump promised. Kobach briefly posed for photographs with the president-elect before they both went into the clubhouse at the Trump National Golf Clubhouse in Bedminster, New Jersey, on Sunday.  Kobach —  an immigration hardliner who causes liberal heads to explode on a regular basis — is a top contender for the position of DHS secretary.

An AP photographer managed to get a close-up of the stack of papers and binder Kobach was clutching before he went inside, and part of “the Kobach doctrine” was revealed.

Via the Daily Mail:

The Kobach doctrine would also make good on two other Trump campaign promises: completely ending the Obama administration’s Syrian refugee resettlement program and instituting ‘extreme vetting’ of prospective immigrants from terror-prone countries.

Kobach used the phrase ‘[e]xtreme vetting questions for high-risk aliens.’
Part of that vetting would include asking them questions about their ‘support for Sharia law, jihad, equality of men and women, [and] the United States Constitution.’
Another part of Kobach’s proposal could explain how Trump plans to implement what he initially called a temporary ‘shutdown on Muslims entering the country,’ and later modified to reflect that program of nation-specific ‘extreme vetting’ rather than a religious test.

Kobach helped design the National Security Entry-Exit Registration System after the 9/11 terror attacks, when he was a Justice Department official in the George W. Bush administration.
Under NSEERS, people entering the U.S. from ‘higher risk’ nations were required to be interviewed and fingerprinted. Some men, and teens as young as 16, had to register in person at government offices and check in periodically like prison parolees, if they hailed from countries that harbored active terror threats.
Kobach’s memo projects that ‘[a]ll aliens from high-risk areas are tracked.’

The Obama administration scrapped the NSEERS program in 2011, after left-wing and Muslim activist groups complained.

Kobach also wants to see an increase in participation in Homeland Security’s 287(g) program, which allows state and local governments to give police the power to help enforce federal immigration law.
