From an anonymous source comes this story detailing how far back (and how far down) the circulation lies go at Newsday:

For many years, I worked at my uncle’s deli. Every night, I would have to take the unsold Newsdays and throw them out, but we saved the cover page to give to the Newsday guy in the morning so he could inventory what wasn’t sold. And every morning, the Newsday guy would throw the covers in the trash when he left.

My uncle said he often had problems when reporting Newsday sales – he would find them writing down false totals. This is many years ago, so I imagine they’ve been doing it a long time.
