So, once we shut down the government and leave it shut down, we still need to clean up the mess.  Here’s  another thought.

According to the GAO report recently, there are large numbers of government programs that are essentially duplicating function.  In the normal course of events, clearing these out would mean days of meetings, counter-meetings, leaks, counter-leaks, and elephant-mating levels of bellowing as each and every one of these programs scrables to their Congressional protectoors to be saved.

I propose a new rule: when duplication is discovered, the heads of each program draw straws.  The short straw wins, the other programs clear their desks.
