When is a paradox not a paradox?

In response to allegations of corruption the Orange Revolutionary president of the Ukraine, Viktor Yushchenko, sacked his entire government. From Timesonline:

“We are witnessing a paradox,” Mr Yushchenko said. “Many new faces have come to power, but the face of power has not changed.”

Either a paradox or simply Lord Acton in action.
