Comey Says Hillary's Team Broke the Law, but Not With Intent

FBI Director James Comey testified that the FBI took the investigation into Hillary Clinton’s team, over their email security, very seriously. The main problem keeping the FBI from indicting Clinton seems to be that they couldn’t prove intent. The bureau, however, proved that Clinton’s team did not follow classified information security procedures. Sen. John Kennedy (R-LA) tried to examine other crimes in which intent was not necessary to prove guilt, like torture.
