The usual Beltway meaning of a “budget cut” is “allocating less money than the desired increase.” We see that all the time — Palin Rumor #37 was that she had “cut funding to unwed mothers” when in fact she’d simply reduced the increase from a budgeted 454 percent to a mere 350-odd percent.

But somehow today, with a budget deal that not only removed the Obama Administration’s desired $40 billion increase, but then cut actual spending another $38 billion, it’s a “mere” $38 billion cut.
