PJM EXCLUSIVE: Congressman Asks Inspector General to Launch Investigation of New Black Panther Case
A letter from Congressman Frank Wolf (R-VA) to Glenn Fine — inspector general of the U. S. Department of Justice — asking the IG to launch an investigation into the dismissal of U.S. v. New Black Panther Party — has been made available exclusively to PJ Media before its formal release by the congressman.
Wolf is the ranking member of the Commerce-Justice-Science Subcommittee of the House Appropriations Committee — the committee that controls appropriations for the Department of Justice. Though a Republican, Wolf is known as a moderate and a firm supporter of the Voting Rights Act.
This is the latest of several letters on the Panther case sent by Wolf to the inspector general and to Attorney General Eric Holder. They have been almost completely ignored. He has written this most recent letter in the aftermath of testimony by former Department of Justice attorney J. Christian Adams before the U. S. Commission on Civil Rights.

In light of the recent testimony of Mr. J. Christian Adams before the U.S. Commission on Civil Rights (USCCR), I urge you again to investigate the dismissal of U.S. v. New Black Panther Party. Over the last year, I have asked you on multiple occasions to investigate this matter to no avail. Considering the mounting evidence of improper activities in the department’s Civil Rights Division (CRD), I urge you again to immediately initiate an investigation into this matter.
I was disappointed in your previous responses to my letters. The primary responsibility of the inspector general is to ensure “integrity, economy, efficiency, and effectiveness in Department of Justice operations,” according to your office’s statute. The new information provided by Mr. Adams to the commission last week clearly underscores the need for an investigation into whether the department’s “integrity, economy, efficiency, and effectiveness” have been compromised. I recall that you, rightly, had no qualms about investigating allegations of impropriety during the previous administration and I would hope that same ethic would remain during this administration.
There is something rotten happening at the department. Your continued refusal to investigate has been — and remains — inexcusable. As inspector general, you have a legal and moral obligation to go wherever truth takes you. Although it is understandable that you would be hesitant to upset the department’s senior political leadership, some of whom could be directly tied to the dismissal of this case, you nonetheless have a responsibility to investigate the mounting allegations of political impropriety.
As you are aware from our previous correspondence, which I have enclosed for your review, this case was inexplicably dismissed last year — over the ardent objections of the career attorneys overseeing the case as well as the division’s own appeal office. Despite repeated requests for information by members of Congress, the press, and the U.S. Commission on Civil Rights, the department continues to stonewall efforts to obtain all information regarding the case’s abrupt dismissal. Recent events and information has compounded this troubling situation.
Mr. Adams was a career attorney with CRD before resigning last month in response to the department’s illegitimate instruction that he not comply with a USCCR subpoena. I am deeply concerned that the department, which is statutorily obliged to execute USCCR subpoenas, is in fact obstructing individuals from complying in this matter. I believe that this obstruction — aside from the many troubling actions surrounding the dismissal of the case — merit an investigation into the department’s enforcement of the commission’s statutory authority.
Additionally, I am concerned about revelations from Mr. Adams’ testimony that Deputy Assistant Attorney General Julie Fernandes, a political appointee, reportedly forbid CRD attorneys from bringing forward additional voting intimidation cases in which the defendant was a national minority. I believe that this allegation merits immediate investigation. There is no excuse for the selective application of federal law based on the whims of political appointees.
You should also be aware that I have asked the Council of Inspectors General on Integrity and Efficiency (CIGIE) to review your failure to investigate this matter. It is my understanding that the CIGIE’s Integrity Committee will be discussing your actions at its July meeting.
I urge you again to investigate the myriad of troubling issues surrounding the dismissal of this case. With the commission obstructed from fully conducting its investigation, the inspector general must be willing to ensure the integrity of the department. I appeal to you to fulfill the duties of your office.

Good letter from Congressman Wolf, and very appropriate.
But there’s more for Pajamas Media to take under consideration here. The letter is addressed to the Inspector General, U.S. Department of Justice. Pajamas Media readers may expect that this letter might result in an IG inquiry into the matter.
But for two things. I recall that shortly after the Obama inauguration, the Inspectors General were brought under direct control of the White House – a major change from their previous home within the Congress.
I also recall that on instructions from the White House a year ago, the Inspector General Gerald Walpin was canned from his job investigating AmeriCorps, after Walpin filed two reports questioning misappropriation of funds in Sacramento by one Kevin Johnson, a big Obama supporter.
Two other Inspectors General, Judith Gwynn and Fred Wiederhold Jr, were also dismissed at about the same time.
I believe that Pajamas Media should scrutinize any possible connections between Inspector General Fine and both the White House and the Attorney General’s office. Otherwise this fine letter may well end up buried well beneath the reach of public notice. And the hope of any Inspectors General acting contrary to White House pleasure may be a faint hope indeed.
The Kevin Johnson thing seemed to vanish into the night. I always thought it needed more attention…but it was just another case of wealth redistribution…wait a minute…didn’t Johnson make a boatload of money playing for the Kings? Seems ironic doesn’t it?

If for no other reason than investigating this case and other administration improprieties like the firing of Gerald Walpin, we HAVE to elect a Republican Congress purely for oversight and investigative reasons. The last line of the letter should tell you how they still beg and plead, “….don’t let us down….” Sounds like a cheerleader talking to the quarterback right before the homecoming game. Like most House members, but unlike almost all Senators, Congressman Wolf’s website does not provide for emails from persons outside his district. That’s unfortunate, for I would have liked to drop him a note thanking him for his letter to the DoJ IG.
I don’t understand this email restriction that almost all House members put on their sites’ feedback forms. After all, since they all regularly cast votes on important legislation that affects voters across the country, why shouldn’t those same voters have the opportunity to make their opinions known? And besides, it’s not like every congressperson, or even their staffs, would actually have to read each and every email that might come in. So here’s my opinion: not allowing for out-of-district emails is bad PR; allowing them would be good PR. And heaven knows, these days Congress — institutionally, collectively, and individually — can use all the good PR it can get.
You can always fax him if your PC has a fax modem (mine does). I use the fax much more frequently that email since it’s much harder to delete with the click of a mouse button.
The way I get around that is to use a common street name (Main, Elm, etc.) and use a common city name in that state. All you have to do is look up the zip code. If they ask for a phone number, do the same thing. It’s worked for me.
I would be interested to know when all this refusal to investigate or prosecute crosses the line into conspiracy to obstruct justice.
Obstruction of Justice charges would be dismissed because Bush made them do it and it’s all his fault.
How about violation of The One’s oath of office by refusing to “preserve, protect and defend the constitution, so help me God”? Would that rise to the level of high crimes and misdemeanors?
When will the impeachment proceedings begin? Which “Republican” will call for them? When? Why not today? Could we be in the death throes of a left and right wing conspiracy? Why is this happening in our country? Why doesn’t someone, somewhere do something besides whine and say just wait until November?

You see, this administration is super-fast in calling the Police STUPID and in dropping the charges against the domestic terrorists (aka new black panthers).

There’s a lot going on here, as this Obama realm is pushed to the wall by voter rejection and questioning of its policies.
First, this WH is, in my view, basically anti-white, anti-capitalist, anti-wealth, anti-individual, anti-American. It’s the opposite of the America defined in the Constitution.
Obama – and Michelle, his wife, who is a key force in his opinion setting and who is herself strongly anti-white and anti-American – is filling administrative slots in the WH with members who share their world view.
These views have, however, been kept in the background, even denied, as Obama denied having heard a ‘cross word’ from the Rev. Wright despite having listened to his anti-American, anti-white, Liberation Theology (which assigns guilt to all whites)..for 20 years.
But Obama is now up against the wall; he’s being criticized and Obama cannot, absolutely cannot, handle criticism. So – he lashes out with his basic charge, that the key problem is not Him, but you. You are politically biased or ethnically biased..or just plain racist.
What we see taking over as criticism mounts is the ‘real mindset’ of this WH, that Liberation Theology, that ‘religious’ view that sees all whites as inherently evil due to their enslavement of blacks. This view of course ignores that blacks have long enslaved blacks in Africa, that whites were constant slaves in Greece and Rome, that all peoples have endured mistreatments…at the hands of other ethnic groups..and have survived without any self-definition of perpetual victimhood.
I see several trends here, as the voters increase their criticism of Obama and the Democrats. In no particular order, they are:
1) accusations of racism. This puts the blame for rejection of Obama/Democrats – on the dissenter and particularly, with its focus on race, absolves Obama.
So, we are seeing the NAACP accuse, laughingly, the Tea Parties of racism. Talk about the kettle…sheesh.
The DOJ is openly rejecting confronting the Black Panthers and electoral harassment.
What’s this all about? Two things: Obama is after the black vote..and..he’s absolving himself of responsibility. Dislike him and you’re a racist.
Then, Obama charges Arizona, at first, with racism. He sues Arizona, not for racism with which he couldn’t get through the front door of any court, but for ‘federal privilege’. It can’t go to court because the federal govt would be the one on trial!
Why is he doing this? – he’s after the hispanic vote.
One other racist approach; Obama is now calling Al Qaeda ‘racist’. This has to be the strangest definition I’ve heard in a long time. Yes, Islamic fascism is racist but all fascism is racist. The key point is that it wishes to conquer all and force them into sharia law – and it will do this by terrorist violence. Nothing to do with race and everything to do with political and economic power. Obama refuses to deal with this political and economic agenda.
2)Then, there’s the other tactic of Obama – which is to throw Congress under the bus. The WH and Obama are seeking to distance Obama from voter anger by diverting voter attention from him to Congress. Gibbs is actually openly accepting that Congress will ‘get beaten up’; he’s openly allowing the voter to do that; he and Obama are allowing this. Get it?
That is, the WH and Obama won’t ‘get angry with the voter’ if the voter rejects Congress.
No wonder Pelosi went ballistic. Obama is setting up Congress to take the heat for his policies.
3)Then, there’s his new idiotic theme of ‘Forward with Obama or Backwards to the Guys who got us into this mess. Heh. I’d rewrite this:
Forward to Socialism, trillion dollar deficits, massive government control, loss of individual freedom..or..
Back to America, to American values of individual freedom and responsibility, private enterprise, fiscal responsibility, limited government and The Constitution.
None of this matters if Dems steal the election in Nov. By the wreckless and speedy abandon with which this administration continues to take new and unpopular stands, I can only deduce that they know something we don’t. October Surprise or October Catastrophe?
Also, someone needs to investigate the percentage of Hispanic border patrol and police in border states. I am from a border state, and there have always been high numbers of Hispanic police and border patrol officers. Organizations for Hispanic advancement recommend law enforcement in these areas. Speaking Spanish is a requirement. I checked a little yesterday and found that the percentages in 2007 and 2008 were above 50%. Hispanic law enforcement officers racially profiling Hispanics doesn’t have much of a ring to it.
It reads that the Congressman has attempted to have this corruption investigated before to no avail. Maybe the public’s heat to demand answers will be enough to get the invesigation going! My God this is America. I pray the next letter to go out is the corruption in Minn. that had a Senator unseated by corruption in actual voter fraud!!
Congressman Wolf is no “Johnny Come Lately” to this issue and he is exactly right to demand that the appropriate investigation commence immediatly. Both the reality of and perception that the Department of Justice is capable of rising above political expediencies is a critical foundation of American democracy. There are issues that must transend political concerns and the sanctity of the voting booth should be primary among them.

The memories come flooding back, first marriage, livin in Norfolk, doing my thing, the eighties. Frank Wolf was a bit younger then, but then, so was I. Of my 26 years (give or a few weeks), I remember Mr. Wolf. I will admit, I had a little trouble taking this black panther threat, news thing seriously. However, if Frank Wolf has a problem with the black panthers, then…. so do I !!

Were this any other president in history, this whole issue would have D.C. on fire with investigations and outrage. The revelation that the found votes in Minnesota which allowed Al Franken to steal the election were possibly cast by felons and/or others who were not eligible to vote is just the latest example of this government’s failure to do anything about vote fraud. This scares me because the only way we are going to save our country from the damage the Obama Administration has caused is through the electoral process.
I honestly believe these cases are only the tip of the iceberg. In 2000 the DNC and liberals around the world whined and cried about Bush “stealing” the election from Al Gore. Since that election it appears these same people who claimed to be all for fair voting and making sure the people were able to have their voices heard have changed their minds. Now it is becoming apparent that the theft of elections by the DNC and those who support liberal candidates has become business as usual. How times change.
I hope this letter works, but I have my doubts. I think the only way these issues will be handled will be if conservatives manage to take back Congress and INSIST they be investigated. Even then I’m not convinced this administration will allow a legitimate, fair investigation to take place. There is no way any investigation into these crimes will lead back to anyone but the Obama administration and those close to it along with many, many appointees and people beholden to Obama and his gang.
And that could well lead to the impeachment and/or resignation of Obama himself and many in his administration. And they cannot allow that to happen.
Wolf is my congressman, but my read on him is that in his long tenure in Congress he has proven to be averse to conflict, he is a “lifer,” a middle of the roader who doesn’t really want to make waves, just wants to keep his head down and to do a reasonably honest and competent job, so my guess is that mine was just one of a Tsunami of emails and calls that he got about this blatant misfeasance at DOJ that basically forced him write this letter, if only for his own self-preservation.
The problem being, though, that there are already a host of incidents and appointments, actions and issues, all sorts of things ranging from the fishy and outrageous, to the criminal, and potentially ascending into “high crimes and misdemeanors” territory, about which Obama & Co. have just ignored other repeated calls and letters and subpoenas for testimony, for the production of documents, for explanations; calls and letters not only from the public, but from members of Congress, and vfrom arious Congressional committees and commissions.
So, why would Obama & Co., what Michael Barone has very aptly called this “gangster government,” respond this time when it has successfully gotten away with ignoring these calls, with stonewalling, and with giving everybody the finger in the past? I believe that the audacity of Obama & Co is virtually unlimited–they think that they are untouchable–and unless someone has the power and the will to use it to put the fear of God into them, they will disobey and ignore the law and our Constitution, run roughshod over the entire country, and we will, indeed, not be governed, but will be ruled over by a bunch of Hard Left/Marxist/Fascist gangsters.
This is all very well, but how long will it be before the White House takes it upon itself to fire whatever Inspector General is hired?
I think that an IG would be ‘assigned’, rather than ‘hired’. Since the IGs are now under White House control, an assignment would be unlikely.
And while we’re getting investigations started; There needs to be investigations into why all documents belonging to Barrack Hussein Obama (aka Barry Soetero) have been hidden from the American People.
This racially biased DOJ hasn’t just started this practice.

Thank you congressman Wolf. I wish we’d have a lot of real investigations. We’re used to one Democratic Show Hearing after another, never being interested in the truth being revealed, just wanting to show their constituents that they are doing something by pounding on their political opponents. I have absolutely no trust, no confidence, and no respect for Obama and his administration. I look upon them as only being interested in their own career, and not giving a damn about the people, the Constitution, the law or the people they represent.

I submit that the race baiting on the left is having an effect. Especially given the way that any characterization of an African American other than what they themselves deem appropriate, is racist. Makes it hard not to be, so the level of antipathy by non-AA’s toward the thinskinned will grow proportionately. Not a good situation.

We MUST NOT forget these crimes after the election.

I’m starting to get the impression that this entire issue is being used by Obooby and Co. as a useful distraction from the upcoming elections. Alinsky was right about the name-calling issue–look at all the fuss it’s causing. And it’s going to put conservatives running for office on the defensive. They’re going to be asked to prove they’re not racist; never mind that you can’t prove a negative!
Instead, I think we should IGNORE the NAACP’s and BP’s bloviations and focus only on the DOJ’s mishandling of the grotesque case in MS, which IMO makes the BP case look tame by comparison.

I am so proud to have Rep. Frank Wolfe representing my state of Virginia. I wish I lived in his district but unfortunately I have to deal with Jim Moron. The other night on Bill O’Reilly, someone noted that Rep. Frank Wolfe was the only Congressman who returned a letter stating he would abide by fair election process to someone. I can’t remember the details but again, this man is the only honest, hardworking politician I have ever come across. Kudos again to Rep. Frank Wolfe and I wish all our politicians were like him.
