Aides to House Speaker Nancy Pelosi said that she was prepared to push ahead with plans for a vote on the legislation Wednesday afternoon, while Democratic Senate aides warned that the House version of the bill was doomed in the Senate because it would be rejected by Senate Republicans and would never be signed by President Bush.
