The idea has been around for years: bring broadband access to rural america, where users may have no other options. Using low interest federal loans and new technology developed by partner International Broadband Electrical Communications, IBM will now try to sign up customers in the eastern US who have been left out of the broadband revolution. Other attempts for similar delivery systems have met with failure. But maybe Big Blue can turn some green in those underserved markets.
