FCC Considering New D Block Auction Plan

After its recent D block auction debacle, the FCC is floating a new plan for auctioning the spectrum space and creating a national first-responder network. The plan appears to be a strained attempt to satisfy the complaints of local network proponents and the FCC’s desire for a nationwide system.
