All this study does is go some small way to confirming what I’ve suspected for years: That most global organizations are little more than featherbedding operations for otherwise unemployable bureaucrats so unloved in their home countries that they must be sent abroad at great expense to New York or Geneva or Brussels or wherever.

So nobody reads their reports? Why would we?

At first, I thought that was an article from The Onion.

Often the bureaucrats are not unloved, just connected. Working in Geneva or NYC can be a plum job depending on where you are from.
