Washington Monument Syndrome, also called the “Mount Rushmore Syndrome”, is the name of a political tactic allegedly used by government agencies when faced with reductions in the rate of projected increases in budget or actual budget cuts. The most visible and most appreciated service that is provided by that entity is the first to be put on the chopping block.

I see your logic there, ers. If you’re going to cut, it must be from the agencies with the most utility. All the useless agencies must continue to exist with Jerry Pournelle’s 3% growth every year. Makes sense to me!

It might be useful to take a statewide poll. List each agency, and ask each person put it into one of 4 categories:
1. This agency is necessary and should not be cut.
2. I have heard of this agency, and they occasionally do some good work. Retain the agency, but consider some cuts to their budget.
3. Never heard of them, dont see how anything they do benefits me. They should be abolished.
4. I have heard of this agency, and hate most of what it does, and would love to see it abolished.
To give each agency a legidimate change to justify their existence there should be an online web site where anybody can look up any agency and get a statement from the agency head justifying how the agency is necessary and the good work it does. That way, any respondent to the poll can be fully informed before they vote on each agency.
Then abolish any agency that does not get a majority vote for category 1 or 2. Any category 2 agency gets a 30% cut. I suspect this should stop the typical Washington Monument response, and would save a huge amount of money. If any surplus state money is still left after the agency abolition and cutting, then the legislature is allowed to resurect or restore funding to any agency that they beleive does good, but only from the surplus still left, or by including a cut to some other agency.

One of the last department to “Go” would be The Department of Corrections. It is a State Commissioned position and is, for the lack of a better term, the very very last job to go, just before a S.H.T.F. and/or National Disaster. If a department such as this ever does close, you are just a couple days shy of total economic collapse and chaos. So be careful what you wish for. And just by chance you already knew this, I have to ask; What’s the matter? The mattresses a little too think for your welfare arse?

We have this ridiculous list of wasteful, duplicate bureaucracy that just sucks up money and grows more bloated by the year, but if anyone suggests cutting the budget, the first thing that occurs is student tuition at our universities goes up, classroom size in schools goes up, libraries close, and there are fewer police or firefighters. As far as our Democrat state politicians are concerned, those are the only areas where cuts can be made. None of these redundant bureaucracies can ever lose a penny from their projected increases in budget each year, because that would be sacrilege. So the public learns that the budget needs to increase at an almost exponential speed, every year, until all of our money goes to maintain these guys in the style to which they’ve become accustomed…

This tendency you speak of, that cuts must necessarily affect the most useful and high profile public services first, is nothing more than vindictive “punishment” by bureaucrats guarding their sinecure. It’s their way of lashing out at the citizenry for having the unmitigated temerity to think that a malignant tumor is in fact not the best fiscal model for government.
So yes, cutting any of the hundreds of useless agencies in this list automatically means you want people’s houses to burn down for lack of an adequately funded fire department.
Fortunately for California bureaucrats, their citizenry demonstrated some of that famous California going-against-the-grain trait and rather than slam the brakes like so many other states last November, they positively doubled down on stupid.
Whatever you do – don’t cut the California Board of Barbering and Cosmetology.

And remember folks, California has the largest known, explored and ready to pump oil reserves in the world – On land! Offshore we have the largest untapped oil fields in the world.
We also have refineries and very large ports in which to ship oil to any market willing to buy it.
Try to keep that in mind when someone says we don’t have enough money in the budget in the State of California. Try not to think about the people of Alaska who get a dividend check every year for the oil that comes out of that state, as well as the complete lack of a need for State Income taxes.
Let’s just seize CA and take the oil!!

Scaled up by population this would mean that California would have to employ over 900,000 full time and over 130,000 part time state employees to have the same number of state employees per resident.

Scaled up by population this would mean that California would have to employ over 900,000 full time and over 130,000 part time state employees to have the same number of state employees per resident.

Well, to be realistic about it, each one of these agencies does or at one time did something useful. I’m guessing most of them employ too many people or are poorly run or have outlived their usefullness or whatever and each one needs to be examined in detail and streamlined, outsources, revised, eliminated or combined. The length of this list illistrated what a huge undertaking it really is to reform California. Eliminating half the agencies with the stroke of a pen my sound like great fun, but its really not a workable solution that would have great unintended consequences. I’m not sure, for instance, what the California Cemetery and Funeral Bureau really does since most cemitaries are city-run or privately run affairs, but just eliminateing it without forthought may result in bodies piling up somewhere. It’s a big job that requires stick-to-it-ivness and political will.
So what agency do you work for. The idea that all of these were ever useful at some time is laughable.
As Joe Biden would say…one word: SUNSET LAWS
If we have to sunset “keeping our own money” (i.e the Bush Tax cuts) then let’s sunset everything that isn’t a core government responsibility (military, fire dept., police dept.). Make them justify every department every 5 years and no baseline budgeting — start from scratch every year.
AND people wonder why everyone is fed up and want cuts – you are just not going to tell me there isn’t waste in these agencies….you just can’t say that with a straight face, can you?

I noticed two tragic omissions. There is a California Democratic Caucus and California Republican Caucus, and there is a California *Assembly* Democratic Caucus and a California *Assembly* Republican Caucus, but there is no California *Senate* Democratic Caucus or California *Senate* Republican Caucus! How in the world have they managed to operate all these years without them?

At some point in may be necassary to cut back on entitlements like Medicare and Social Security which will cause real pain to people who depend on those programs. If we don’t cut back or eliminate the dozens of government agencies who’s titles provoke laughter before we think of touching Social Security or medicare, that is a strong indication of very skewed priorities and something wrong with the values of people making the decisions to keep politically connected cronies in seat warmer jobs while cutting medical care or rent money for old people.

physician or dentist. That’s so 20th century. I’ve gone to competent physicians and dentists in countries where they didn’t speak English and I didn’t speak their language. So I looked up the relevant words in a dictionary and went to see the doctor or dentist. They didn’t have to be either culturally or linguistically anything. They just had to know medicine or dentistry. And here I am, decades later, having lived to tell the tale, bodily and dentally intact.

Just think — these are only the *state* jobs; this madness continues on the county level. My s-i-l has worked for a CA county for yrs. as a receptionist at a FREE spay/neuter clinic. She will have a huge pension, and indeed can retire early. I applaud her at least having a job, and sticking it out — but jeez, Louise … a big ol’ early (full) pension for working at a place that SHOULDN’T EVEN EXIST?!

That right there is the only reason I haven’t left California yet.
Bear in mind that a whole bunch of the “Boards and Commissions” listed here used to be staffed by volunteers who served to assist the Legislature in understanding things like Cosmetology or Homeowners Associations so the legislation they wrote was resonable. Now they have become six figure retirement plans for pols who get termed out or voted out. And I’m not kidding about the six figures.
No not every one of those agencies has employees who get a generous pension. On some the members serve without pay and just get a per diem.
Quite a few of those agencies have a legitimate function. The opinion unit that someone asked about for example is part of the Attorney General’s office. They address issues raised by legislators about legality of prospective legislation. Their opinions are published in the reports of the Attorney General and can be used as precedents in court.
Many of the commissions are the ones you complain to when you have a problem with for example, your contractor, or someone who has a state license. Some of the agencies are actually self funding or are not on the general state budget.
You cannot justify the explosion of government agencies. We don’t need the gov. to licence barbers and nail salons!

Well Ontario proudly boasts that the Government makes appointments to 630 agencies and boards. And that excludes the Ministries. And Ontario does not have a state university system.
Be aware that many of these agencies are enforcement agencies which enforce California laws. And many of them are pro-active, meaning you are required to file paperwork with them prior to starting a business or engaging in certain business operations.
So you cannot cut the agencies without cutting the respective paperwork requirements; otherwise, you will put an otherwise more substantial drag on our businesses. And of course you can’t cut the paperwork requirements without a chorus of “beware the sins of deregulation!” from the busybodies that got us into this mess in the first place.
Any sane person believes this is a bug. But I suspect it’s a design feature–designing government so that it can never get smaller, only bigger, by playing on our fears that while we may want to be self-sufficient, we don’t trust our neighbors (especially the ones who run larger companies, or the ones who are poorer and have children) to be self-sufficient.

I read the list and checked it twice, but am unable to locate the Department of Silly Walks. CA should remedy that post haste lest the British beat us to the punch.
BTW Roger, the employees who get a pension get it from the earnings of PERS and State Teachers Retirement System. The taxpayers are on the hook for only a small percentage of the pension amount, and rank and file California state employees pay a higher rate into their retirement than the employees of any other state.

Here’s a potential solution. Serving on commissions is generally considered prestigious. Let’s make it voluntary – no pay or pension. Let’s also remove decsion making, enforcement, and regulation drafting authority – they can only make recommendations to the legislature on potential legislation and fund disbursement.
We’ll see a lot of these die on the vine, and the ones that matter will be staffed by people who really care about the issues.

My business sells to the State of CA. Yesterday, one of the above listed agencies placed an order for $36 worth of engraved signs. In order to complete this order, we needed to fill out and submit: 1) Statement of Recycled Content, 2) Darfur Compliance Statement, 3) Small Business Certification Statement, and 4) a copy of our re sellers certificate. Paperwork took as much time as the order. And then when that paperwork gets to the state, it will need to be filed and tracked….
For a mere $36, why did you even bother with the order? The cost to you of filling out the forms would be more than California is paying. I know conditions are tough, but that’s still a money loser.

Cal/OSHA is part of Dept. Industrial Relations
California Departmento de Vehiculos Motorizados, uh that’s DMV
CalExpo is part of the Dept. Food and Ag.
A bunch of Dept/offices listed (Toxics/Water Board, OEHHA, Pesticide [which actually contains the Structural Pest Control Board) are part of Cal/EPA.
Etc.
So it’s a bit less horrifying than presented, but only a bit…

I think that we could use a complet new goverment in all states not only in California. Most of our elected are corrupt and ate doing nothing to stop the rise in taxes and our inflation.If they collected all the money we spent on all the countries in all the wars we faught that we built up after those wars. If they paied back all that money we would be out in the clear. No people out of work no houses being reposesed and more people working.
Please remove the California Board of Accountancy from the list. Acording to the CBA web site, the CBA is self-funded. It is supported by fees imposed upon the professional community it regulates, and draws no monies from taxpayers nor the genreal fund.
Hmmmmm, I wonder what the rest of this list & the agencies would look like if the direct beneficiaries of these programs had to pay for their agency support the same way CPAs pay for the Board of Accountancy.
Well, now that we have had fun laughing at the State most of us live in (anyone gonna move?), didn’t think so, what ya gonna do about it?
