California Gov. Jerry Brown confiscates 48,000 state-paid cellphones. The savings are modest, but we can hope that this is the beginning of an all-out assault on perks and bloat. Alternatively, it’s a symbolic move that he hopes will fool taxpayers into thinking something serious is being done.

WHO IS GLENN REYNOLDS? I’m a law professor at the University of Tennessee. I write various law review articles, opeds, and other stuff. I’m a Contributing Editor at Popular Mechanics.
