This ought to be fun.

The House Energy and Commerce Committee sent a letter Tuesday to acting IRS Administrator Daniel Werfel requesting information about a 2011 agency search and seizure of as many as 60 million medical records from a California health care provider.

Were I to venture into scripting horror films, I would ponder the number of things that could go wrong with the thugs at Internal Revenue having access to all of my health information.

This has GOT to be stopped.

How to stop it in four simple steps:

* Calculate the tax burden for each year based on prior-year data: total_outlays/#_adult_citizens (~$20k for 2014). Federal tax is a capitation on each state in proportion to the count of its adult citizens.

* Each adult citizen must declare a state of residence for tax purposes by the start of the year. Voting in a state automatically declares you for the subsequent year.

* Each state may collect taxes however they choose, and remit their share based on taxpayer count to the US Treasury on a quarterly basis.

* The IRS is terminated immediately, and replaced by a pair of accountants who check one another's arithmetic.

Want your state to pass through the capitation, implement a flat or fair tax, impose a graduated income tax, rely on property tax or sales tax or business tax? Go for it! Want to set up a private charity to assist those who cannot afford to pay? Go for it! Call your charity a business if it is self-sustaining. Don't like the way taxes are collected in your state? Take your charity/business to a state with saner tax policy.
