A force of 2,500 troops from three U.S. Army divisions amassed on the northern outskirts of Iraq’s most sacred city of Najaf Tuesday and readied for a confrontation with the activist cleric Moqtada Sadr, who defiantly declared that he was prepared for martyrdom.
