Did Trump Shove the Prime Minister of Montenegro at the NATO Conference?

Milo Đukanović, the prime minister of Montenegro, probably didn’t think he’d be shoved aside by the president of the United States today. Many mainstream media outlets are reporting the incident as a definite push, but it also may be a quasi-embrace.
