This bad. Let me know if I’m wrong in the comments, but I can’t imagine any prior mayor of New York having a statement like this made by representatives of the NYPD, with the possible exception of David Dinkens. (Though likely such a thing would never have been publicly stated by the police during his disastrous administration lest it spark a racial firestorm.)
