I.E. all federal incomes, regardless of source, are pooled together. Likewise all federal outlays. In this manner income taxes, FICA, SE taxes, etc. are all lumped together as revenue. All SS and Medicare benefits, budgeted outlays, etc. are all lumped together as expenditures. This has been so for as long as I have been alive. Durbin is lying. And, in light of this lie, if Durbin has ever suggested that the federal government ran a “surplus” at any time during the 1990s he deserves to have a screwdriver plunged through his throat!
