How many times since 1980 has Federal spending actually declined?
The answer may shock you. It sure shocked me — I needed almost three fingers.
I’m shocked that the answer is more than zero.
What’s not a shock is that those times (with the exception of ’46) were not by design but, rather, by accident of being unable to implement spending increases in a timely manner. I.E. we are better off when the government is paralyzed and can get nothing done. But we knew that already.
