The Twitter feed of Al-Shabaab’s press office criticized an $860 million “New Deal”-style economic pledge from the European Union to Somalia to help build up the failed state.

I hate to say it but al Shaboobie may be mostly right. The money will go down the usual rathole that all Aid To Africa usually goes.

Now! If the aid were attached to requirements on whatever the "government" calls itself about such things as a simplified, straightforward drawn-up set of laws about property rights, contracts, term limits in office, freedom of speech, religion and assembly and the usual. AND subject to on-site inspection and supervision, there might be a point in the exercise.
