“Obama Announces New Oil Drilling for EPA to Block,” Doug Powers quips:

One of President Obama’s 2012 slogans should be “Drill, maybe, drill.” Obama knows that merely a call for drilling isn’t actually drilling, so publicly he can sound as drill-happy as Daniel Plainview in There Will Be Blood (as he did early last year and is starting to again). As long as the EPA is there to block or revoke permits, Obama can, with a wink and a nudge, keep the “green” in his corner.

Don’t worry though — we’ll drill for almost as much new oil as there is a moat complete fence around the border.

Since high energy and food prices are usually a death blow for presidential reelection he may also be setting himself up for a Bush oil price decline. If you remember Bush opened drilling and the price declined dramatically. I understand the difference between the two but still he may be positioning as insurance.

The problem with analyzing Obama is his inexperience and incomptence. With nothing too silly to attract his attention, forecasting his position is nearly impossible, there are just too many possiblities.

Obama has already ran the same play on nuclear energy. His lips say “yes” to nuclear but his regulatory and management agencies (NRC, DoE, OMB) block new nukes at every opportunity.
