Well the replicator would eliminate poverty and, to a significant degree, money. If we got the technology from the Vulcans or some other species ( it's been long enough since I've seen Enterprise that I can't remember if they had replicators) that part of the statement would be OK. However, given how many TNG episodes revolved around disease the last part is just pure, unadulterated, high-test stupid.
Of course, trying to hammer out a consistent series of events in the Trek universe is like trying to empty the oceans with a thimble.
