That one about publishing a letter from ATF to FFL’s on facilitating transfers between private parties?
Yeah, that’s pretty much a loser as it requires the FFL to use a form 4473 in order to make the NICS check and book the firearm in his records … even if the sale did not legally require an FFL.
So no one who does not have to do it would be stupid enough to go through that, since it creates Federal criminal liability that might not otherwise exist for the private party(ies).
