Executive Order 13432 was ordered in 2007 by the Bush Administration and concerns gas emissions from vehicles.

Nope. The memos, pamphlets, EOs, etc. don’t have to be of recent vintage.
Oh, goody. Personally, I just can’t wait until our children can read, think, write and speak arglebargle as fluently as our government overloads. Perhaps this should count as meeting the foreign language requirement?
