   In unrelated news, cities and towns surrounding the former FDR capital report higher incidence of streetwalker related activity…

   Seriously, this is about as dumb a move as cities that levy excise taxes on movie tickets and the like; a mobile population just hops in the car and goes across the city line for its thrills.
