It’s a Rhetorical Question

The new Egyptian government has gone ahead as promised and opened the border with the Hamas-controlled Gaza Strip.
Israel’s tenuous security situation just got worse. Will the Administration now make any new security-guarantee demands on Hamas?

Can one give a rhetorical answer?
No.
I think if one is smuggling rockets the last place one goes to is a formal border crossing.
Only if the government in charge of manning said formal border crossing actually, er … gives a shit. I think we can reliably assume that the current Egyptian government officials in charge of the border crossings into Gaza are not of that persuasion.
