I don’t think there are undecided voters as much as independent voters. Some folks just don’t want to be part of either political party and see it as their God given right, enshrined in the Constitution (or some other formulation) as not having to.
Americans are an ornery bunch. There is a strong contrarian flavor to American culture. Because of that, you will have a part of the population that will withhold judgement until the last minute.

Given how mean I am when I write there I would also have had the last sentence as” Who are these undecided people, and why do we allow them to vote?” but then as a foreigner I’m allowed to ignore the Constitution.
