Recent EPA regulations like Utility MACT and the new proposed GHG standards will make power prices more volatile. The new GHG standards will effectively prevent coal plants being built down the road, while Utility MACT will force plants to either close or upgrade — both of which will see these costs shifted back on to the consumer. This is essentially the ‘cap’ part of a backdoor cap and trade program. Coal usage is becoming prohibitively expensive and that will affect small businesses who need low overhead.
