Do more with less, that was the mantra and Spirit not only proved it but has set a standard that will be very difficult to meet. The Engineers and Scientists were given real world weight cost and time constraints and were told do as much as you can within those limitations.
We must be honest though, Spirit did go over budget, they had to keep an operations staff for well over a decade when the projected need for an operations staff was 3 months on planet.
