Everything flipped in 1994, the first mid-term election of Bill Clinton’s first term. Tennessee elected a Republican governor, two Republican U.S. senators, a majority of the U.S. House delegation, and the process began by which Republicans rose to the point in the Tennessee state legislature at which they hold 73 seats in the 99-seat House of Representatives, and 28 seats in the Senate. Senate Democrats could hold a caucus meeting in a mid-sized sedan; there are only five in the 33-member body.”
