All those rejoicing in Texas about the passage of voter ID should temper their joy. If Texas submits this plan to the Department of Justice for approval, it is unlikely ever to become law. In fact, I suspect DOJ will make a “more information” request or two, just enough to push past the end of the legislative session and thus take voter ID off the table until late 2013. Texas should go straight to district court for approval if they want voter ID to ever become law.
