Scholars Rank Kerry Last in Secretary of State Effectiveness

Foreign Policy magazine published their 2014 Ivory Tower survey this week, a poll of 1,615 international relations scholars drawn from 1,375 U.S. colleges and universities. They concentrated on ranking the best schools for studying international relations — Harvard for undergrad, Georgetown for master’s, Harvard for Ph.D. — but also got to weigh some other questions.

They ranked global climate change as the most important foreign policy issue facing the U.S., followed by armed conflict in the Middle East and failed or failing states.

They said it’s more likely that the U.S. will have a war with Russia than China over the next 20 years.

And they also ranked six-week Secretary of State Lawrence Eagleburger over Secretary of State John Kerry as the most effective person to serve in that position.

Numbers-wise, Kerry got five votes from the lofty crowd.
