UPDATE: A friend on Facebook comments: “What recording the citizenship status will do is enable Trump to show people in districts with large concentrations of citizens that their representation is being effectively diluted by the existence of districts with fewer citizens. In effect the Democrats are creating Rotten Boroughs, like in England before the Great Reform Act. In some districts either non-citizens are voting, which dilutes the vote of citizens, or if only citizens vote then those votes count for more than the votes of citizens in other districts with fewer aliens present. That will help create pressure to amend the Constitution so that only the citizens counted by the Census should be used to determine the Apportionment of Congress. It may also induce the SCOTUS to act under the ‘One Man, One Vote’ doctrine.”
