Sure, there will always be some emissions checks, but I don't think those will keep us from being able to enjoy driving, unless we have no imagination or creativity. One of the fastest quarter-milers in the country does it in a 72 Datsun*, so I'm not worried about the future. The government will not be able to stop the used car market, since there is a huge glut of cars on the road (actually, "sitting in driveways" is more accurate,) and while a payoff for gas-guzzlers may be promising for some results and some car owners, trading something paid for is a hard sell in a market where exchanging that for a car with payments is the result.
