If taking on water is supposed to equate to taking on government debt, increased spending will do that as surely as decreasing revenue. I don't know what the oars are supposed to be. The "spending like this" you refer to is not a new phenomenon. Right now it's just a ramping up of the previous insanity. I'd use the metaphor of an already scuttled ship that's been taking on water for quite a while when a new captain suggests that what's needed is a lot more oars, and then the friends of the old captain suggest that the holes be improved to allow the water to flow out at a faster rate.
