		<description>Jon, the new head of the Justice Department may be willing to prosecute for torturing a metaphor like that. If taking on water is supposed to equate to taking on government debt, increased spending will do that as surely as decreasing revenue. I don&#039;t know what the oars are supposed to be.</description>

		<description>Scuttling isn&#039;t a good metaphor.  The &quot;spending like this&quot; you refer to is not a new phenomenon.  Right now it&#039;s just a ramping up of the previous insanity.  I&#039;d use the metaphor of an already scuttled ship that&#039;s been taking on water for quite a while when a new captain suggests that what&#039;s needed is a lot more oars, and then the friends of the old captain suggest that the holes be improved to allow the water to flow out at a faster rate.</description>
