The private loans from these institutions were not from some government enforced requirement. The mortgage brokers who were responsible for actually submitting loan applications from the overwhelming majority of subprime loans were not beholden to either the CRA act of 1977 nor were they regulated by government.

In a nutshell, private mortgage lenders, were responsible for over 2/3rds of the problem.</description>
