(While the presence of that hard copy [a big package] in Los Angeles was caused by a national, mandated plan of mutual revision of urban disaster response plans, the phenomenal ineptitude of the New Orleans administration magnified this, since they SIMPLY HAD NO COPY OF THE BOOK, CHARTS, SCHEDULES, YOU NAME THEM, SENT TO LOS ANGELES city urban disaster crew for revision, comparison and feed-back!

And topping this monstrosity, the Los Angeles city hall (per LA Times), tried for days to contact the New Orleans City Hall to find out if they need the plan that was in their possession, and where to rush it to New Orleans, if necessary!
To no avail –
