That should be public information although you might have to file a FOIA request But as far as most things go you should be able to get it through documentation publicly available but you would probably have to dig through it for a long time!

Remember you are dealing with a governmental entity which can do well almost whatever it pleases so long as the people do not revolt, which might be coming in November if not sooner!
