Mogwai and Charlie (C): I dont think the USNWR is anything other than a lame MSM attempt to pile–and even though they quote “experts,” (and Larry Korb is no expert), they dont realize that the operation of guard units including time spent in drill is determined ultimately by the United States Code. An illustrative story: I was the regular army advisor to a national guard tank battalion; I inspected a drill in which the guardsmen gathered for a half day and then spent the remaining half day doing a unit BBQ. Looked to me like waste, fraud and abuse, so I brought this to the attention of the Senior Army Advisor, a regular Army colonel stationed at the state AG’s office–He said, “Roger, let’s look at the law, and not the regs.” He pulled out a copy of the pertinent US code and showed me that the US Code specified that to get full credit for the drill (8 hours) a guardsman only had to spend 2.5 hours.
I dont know what the USC says with respect to Air National Guard activities, but I would be tempted to look there first. The USC trumps Service regs. It is the difference between Legislation and Administrative codes.
