The neat thing about “Overseas Contingency Operations” is that they can be easily “defunded” from the DoD budget. No money, on OCO, just like that and few the wiser….well, depending, of course, on the size of the OCO. Might not work too well with Iraq, but probably still would work for Afghanistan.
