It is rather like the economy, all slight of hand....I can remember when the unemployment rate at 5.3% was considered amazing back when Clinton was president, now 5.1% means ruin.

I could be wrong, but I suspect the NYT/CBS poll frames its questions in a very vague and leading manner.
