So, when does something become a “nuclear weapons program?” Evidently, installing thousands of centrifuges to process nuclear fuel doesn’t count. So when *does* the effort become a weapons program? When the fuel is ready? When it is shaped into proper form for a bomb? When it is installed in the casing? When conventional explosives for the triggering are added? When the fuse is finally bolted into the assembly?
