The President is authorized and directed to employ the military forces of the United States as needed and the resources of the Government to carry on the war against Radical Islam.   Further, recognizing the danger posed by individuals who are loyal to Radical Islam who are now or may in the future be residing in the United States and its territories, the President and the Attorney General of the United States are hereby authorized to identify such individuals, take them into preventive custody, and deport them from the United States.

For purposes of this Declaration, Radical Islam is defined as those individuals or organizations who advocate, support, plan or execute jihad attacks against the United States and its foreign allies and interests or those who support the overthrow of the Constitutional government of the United States and in its place the establishment of Sharia law.   Further, the distinction is made herein between Radical Islam and Moderate Islam (the later being expressly excepted from the intent of this Declaration.)

However, the really big, long-term problem is that perhaps 70% or more of Muslims throughout the world really do support terrorists. The fact that the vast majority do not themselves perform any terrorist acts is immaterial: there is community support for terrorists.

In some ways this problem is similar to the problem that existed in the American South during Jim Crow times. The KKK, which was always composed of a very small fraction of the southern population, nonetheless existed for nearly a hundred years and was in actuality a terrorist organization, though its tactics did not involve suicide bombers. It was unheard of in the South for members of the KKK to actually be prosecuted for their actions, &lt;b&gt;despite the fact the local authorities had a very good idea of who they were and what they did.&lt;/b&gt; Ultimately, the KKK was stopped by an outside force (the U. S. government), not by locals.

Muslim terrorism will continue to be a huge problem as long as Westerners tolerate imams preaching hatred and inciting people to commit heinous acts. There isn&#039;t very much that we can do about such folks in the Middle East (some might dispute this assertion, I know), but we will have to deal with them in western countries if we wish to halt so-called home-grown terrorism. We did it before with the KKK, but we were only successful after the FBI got serious about the problem.
