Bookmarked a while back (to avoid entering a Google quagmire later) believing the train would jump the tacks at some point, here is the UN Pulse page that provides the mandate given to HIS committee:



Not only is there no direction for him to focus on reform, there is not even a hint of suggestion that Volcker spend any time focusing on reform.  The job of HIS committee is to point fingers at &quot;procedures ... violated&quot;, and &quot;illicit or corrupt activities&quot;  as comprehensively as possible.  That is all.



If Volcker wanted to assist in reforming the UN, his best course would be to lead by example and stick strictly to his mandate, not float off into the neverland of personal &quot;In my mind, this part of our investigation&quot; add-on focusing that runs rife in the UN.  It seems to me that while his is far less noxious, it is of the same family of personal add-on focusing that he is (was) mandated to investigate in the first place.
