The legislative branch doesn’t have oversight of the executive branch. Nothing in Article I, outlining the powers of the Legislative branch, grants such a power.
Are you referencing the Executive branch’s current contention that Congress doesn’t have the power to subpoena the President’s immediate advisers ?
I think that’s reasonable, that Presidential advisers should not be susceptible to Congressional witch hunts.
