When I vote to send someone to Congress to represent me, I expect them to speak their minds when they get there. If I don’t like what they say, often enough, then I don’t vote for them again.

But I sure as heck don’t expect them to be muzzled by a bunch of folks who were sent there by someone else.

Any Congress-critter that follows these restrictions is failing to perform their job, and is morally and ethically unfit to be a representative.
