		<description>Why can&#039;t we break up OPEC and deal with countries independantly?  I would think that a market like ours is powerful enough to make a good deal with Mexico, why do they need OPEC?  Where would OPEC be without access to our market?

It is wrong to view the appetite for oil as an irritant in our relationship with OPEC nations; if anything it is a lubricant.  The real irritants are ideological.
