(1) recover the captain dead or alive, kill all those holding him
(2) destroy the ports which the pirates are known to use: quays, warehouses, vessels, repair facilities, fuel depots. Pay lip service to avoiding “collateral damage.” (At least, on the first visit).
(3) Put 4-6 man defense teams on a significant percentage of vessels in the area: load them on, take them off, as they enter and leave the danger zone. ROE: anything within 0.5 km that is not positively identified as friendly, fire for effect and call for backup as needed.
(4) naval forces ROE: approach and search all suspicious vessels. If resisted, sink it and let any survivors swim. If arms found aboard, same.
(5) Tell insurers that any ship not agreeing to (3) will NOT be supported if pirates attack it.
(6) Rinse, repeat.
