When I visited Sevastopol I was amazed at the loose security of the Russian and Ukrainian naval facilities there. From Panorama Hill you can see all of the harborages. I’m not at all surprised that Ukrainian bloggers have been reporting on Black Sea Fleet movements.
I think this inadvertant transparency is an artifact of the communist past – during Soviet times Sevastopol was a closed city, accessed only with special permit.
It’s possible that a second chapter of this conflict might transpire when the fleet returns to Sevastopol. Will the Ukrainians oppose them?
