Ivins was a far superior scapegoat for the FBI than Hatfill because he was emotionally weak and wouldn’t fight back. So, when the tough and determined Hatfill’s case got close to trial, they settled with him and went after Ivins knowing that he’d either suicide, go insane or cave, and he did.

Which was very convenient for the FBI.
